Agency Determination To Provide Services In-House Rather Than through Contractor

A company protested an agency decision to cancel a solicitation and to provide services in-house. The protest was denied since the agency determination was a matter of Executive policy. However, steps should be taken to assure that the solicitation indicates significant factors which would affect the decision to perform in-house or contract out.
