A company protested deficiencies in quality control procedures and solicitation requirements. GAO will not question determinations concerning technical qualifications included in the solicitation. However, the failure to specify certain tests in the contract did not prevent the government from making such tests to verify that the product met specifications. The adequacy of quality control, testing, and inspection are matters of contract administration and not for consideration under protest procedures.
