Request for Reconsideration and Claim for Reinstatement and Backpay

A former employee requested reconsideration of a decision disallowing his claim for reimbursement of travel expenses and per diem in connection with a transfer and claimed reinstatement to his former position with backpay. The former decision was sustained. The claim for reinstatement and backpay was disallowed since there was no finding of an unjustified or unwarranted personnel action by an appropriate authority.
