Claim for Travel Costs for Attempted Purchase of Surplus Property

A bidder for surplus property appealed the disallowance of his claim for costs incurred in making a trip to pick up items which he claimed were missing or misdescribed. The only remedy available to the purchaser was recovery of the purchase price and not mileage and per diem costs.
