A company protested an agency determination that it was nonresponsive on the grounds that it was able to obtain needed specifications only after resort to the Freedom of Information Act and contended that it was the responsive, responsible low bidder. The protest was denied because the protester was not materially prejudiced by the delay in acquiring specifications, and there was no evidence that the technical determination that the bid was not responsive was arbitrary or unreasonable. GAO has no authority to order action to stop further work under the contract pending a decision as requested by the protester.
