Protest Contending "Buy-In" Attempt Is Untimely

A protester contended that the extremely low price of the apparent low bidder was an attempt to "buy-in" because of solicitation specifications which established conditions for changes to the original contract price. The protester was aware of the basis for its protest more than 10 days prior to its filing which was untimely.
