A company requested review of a contract awarded under a construction grant, complaining that the awardee's bid was nonresponsive for failure to specify equipment manufacturers as of the date of bid opening. The complaint was denied because: the amended bidding document in grantee procurement did not reasonably require identification of proposed suppliers; a former decision involving rejection of a bid through application of a "Qualified End Products" clause does not apply to the grantee procurement; in spite of failure to identify suppliers in bid, the successful bidder was obligated under terms of the signed bid to furnish lists of major equipment; and the requirement to identify suppliers within a certain time period affected bidder responsibility rather than responsiveness.
