A firm claimed compensation for expenses under an alleged oral award of a contract. The claimant cannot be paid expenses since the contracting officer did not unequivocally express intention to accept the claimant's bid. The government is not estopped to deny existence of the contract because there is no showing of government intent that statements regarding claimant's relative chances of award should be acted upon.
