The Chairman of the Navajo and Hopi Indian Relocation Commission questioned whether the Commission has the authority to hire outside counsel. Under authorizing legislation, the Commission can employ attorneys on full-time, part-time, or intermittent bases. In addition, the Commission may procure legal services by contract if the usual supervision of an attorney hired as an employee is absent.
