A company protested rejection of its amended proposal which was called for in part by an amendment to the solicitation issued after initial proposals had been received and evaluated. The award was challenged on the grounds that it was made while protest was pending. The agency properly rejected as late the proposal delivered after the time specified by the amendment; award while protest was pending was not improper since it was determined at a higher level that prompt award was required and proper notification was given.
