The protester alleged that its offer for hand tools was improperly evaluated as foreign for purposes of the Buy American Act. The untimely protest questioning the propriety of the agency's consideration of a hand tool manufactured of steel mined in the United States as foreign did not raise an issue significant to procurement practice. The protester's assertion of lack of knowledge of the filing requirements was not good cause for consideration of an untimely protest.
