An employee appealed disallowance of his claim for reimbursement of expenses incurred in anticipation of a permanent transfer and the reduction from authorized 10 cents per mile to 6 cents per mile for travel by privately owned automobile. Although the employee was not officially notified of the transfer until after the date of his arrangements for transportation, he was entitled to reimbursement since he was informed that he would be transferred upon confirmation. Travel regulations prescribing 6 cents per mile for an employee traveling alone are mandatory.
