The Chief Counsel, Federal Aviation Administration, requested a decision concerning payment of a medical officer's travel expenses incident to a preemployment interview. The travel occurred after issuance of a Comptroller General decision allowing such expenses but prior to issuance of a Civil Service Commission instruction on the matter. Since neither the decision nor the instruction has any contrary effective date, authority to pay for the travel expenses is the date of decision, and reimbursement was proper if made in accordance with regulations.
