A company protested the propriety of benchmark requirements, alleging that the 3 weeks between the issuance of the benchmark and the actual demonstration was insufficient notice. The protester also charged that its proposal was evaluated differently from that of other offerors. The protest was untimely filed more than 3 months after details of benchmark requirements were furnished to offerors and the schedule for demonstration was established. The agency acted reasonably in excluding the offeror from competition for deficiencies in benchmark demonstration and did not waive deficiency in the successful offeror's demonstration. (SW)
