Protest Against Total Set-Aside for Small Business

The protester objected to the total set-aside for small business of a procurement for the purchase of dairy products. Since the protest was filed after bid opening, it was untimely. The agency may properly award the contract to small business even though only one eligible bid was received, and the price was reasonable.
