An employee requested reconsideration of the disallowance of her claim for a retroactive salary increase, stating that an issue of employment discrimination was not resolved. The disallowance was sustained because: (1) no evidence was shown of an administrative policy under which the agency had relinquished its discretion to hire the employee at her highest previous rate; and (2) complaints involving discrimination should have been brought to the Equal Employment Opportunity Office.
