Protest against Failure of Agency to Solicit Potential Bidder

The protester objected to the failure of the agency to solicit them and requested that the invitation be canceled since not all qualified contractors were solicited. The inadvertent omission of a bidder from an applicable bidders' list was not reason to cancel the solicitation or question the contract award since there was no evidence of a deliberate effort to preclude the bidder from competing.
