Reconsideration of Nonresponsibility Finding

A company protested the award of a contract to any other bidder after it was determined to be nonresponsible by the contracting officer and was denied award of a Certificate of Competency by the Small Business Administration. The company claimed that it had new information which showed it to be a responsible bidder. No review was made of the contracting officer's finding of nonresponsibility upon reconsideration, and the protest was dismissed. (SW)
