The low bidder objected to the rejection of its bid as nonresponsive and to the decision to readvertise the procurement, contending that it should receive the award under the original solicitation. The solicitation was ambiguous with regard to the application of the St. Louis, Missouri, affirmative action plan to the procurement. Readvertisement using a clear notice that the plan requirements for submission are applicable was appropriate. The claim for bid preparation costs was denied since there was no evidence that the contracting officer acted fraudulently or in bad faith.
