The protester argued that its revised proposal which was delivered to the depository prior to the specified deadline but not received by the contracting officer prior to contract award should have been considered. The envelope was not identified as containing a proposal until it was opened several days later. Since it was impossible to determine with certainty and by independent evidence whether the revised proposal was received by the Government prior to the designated deadline, the integrity of the competitive system precluded its consideration for award purposes.
