A retired military member claimed retirement pay which was suspended because he had disappeared. At the time of his disappearance he had been declared a legal incompetent because of mental illness, and his wife was appointed guardian. His retirement pay had been issued to his wife prior to his disappearance. The claimant, found by court order now to be mentally competent, should be paid for a period in 1970. Those portions which accrued more than 6 years prior to the date of filing the claim were barred from consideration.
