The claimant, through a letter to the President of the United States, requested reconsideration of a decision which held that she was not entitled to the proceeds of 57 class Q allotment checks which had been made out to her but were sent to, and cashed by, Virginia Alice Burke, to whom her husband, Thomas E. Burke, was bigamously married. Since the enlisted member had the checks sent to the address of a person other than that of the person designated on the check, no valid allotment was in effect, and the legal wife had no entitlement to the proceeds of the checks.
