The protester to a contract award asserted that its competitor's bid was nonresponsive since it expressed unit price on a basis other than that specified in solicitation and since a letter of credit was submitted instead of a bid bond. The protester also objected to the contracting officer's correction of the bid. An irrevocable letter of credit constituted an acceptable form of bid guarantee. The bid was responsive since units could be converted and correction of minor errors in the bid was permissible.
