A company protested the rejection of its bid because of nonresponsibility. The firm claimed that, although it was not a manufacturer of the equipment to be supplied, its status as the designated "export manager" and the demonstrated reliability of the manufacturer made its bid in total compliance with the terms of the solicitation. Since the firm failed to include the manufacturer's direct warranty with its bid, the protest was denied. (SW)
