The protester objected to the award of two contracts, claiming multiple procurement irregularities. Although an oral change in the solicitation should have been confirmed in writing, the deficiency was not prejudicial to offerors or the Government since all offerors were informed of the change. The agency did not use a prohibited auction technique when it informed offerors of the monetary amount available for the procurement. The record did not support the allegation that the agency suggested to the protester an allocation of personnel exceeding the agency's known budgetary limitations.
