The protester objected to the procurement practices and policies used by the Army in placing a delivery order under a Basic Ordering Agreement. Basic Ordering Agreements cannot be used to exclude surplus spare parts once the procuring activity has been made aware of a potential source of supply. The publication of a synopsis in the Commerce Business Daily must precede ordering under Basic Ordering Agreements to allow potential bidders an opportunity to compete.
