A protest was made to the Government Printing Office's (GPO) decision to reject all bids for the printing and binding of telephone directories for the Department of Defense and to readvertise the solicitation. GPO canceled the solicitation because one bidder received information prior to bid submission which gave them an unfair advantage. Where one bidder obtains prebid opening information which might have given that bidder competitive advantage, and where use of an erroneous quantity estimate and evaluation scheme created doubt as to whether acceptance of low bid would actually result in lowest overall cost to government, cancellation of bids and resolicitation was reasonable. Protest was dismissed.
