An appeal was made of a settlement of a claim for relocation expenses of an employee who transferred from Philadelphia to Mechanicsburg, Pennsylvania. The relocation expenses were denied by the Navy on basis that budget constraints precluded reimbursement. Reimbursement is allowed only if transfer is in the Government's interest. Here the transfer was at the employee's request, so that he was not entitled to reimbursement. The settlement denying the employee's claim was sustained.
