Environmental Differential as Basic Pay upon Conversion from Wage Grade to General Schedule Position

An Woolsey, Accounting and Finance Officer, USAF, requested a decision on whether environmental differential paid to Wage Board employees should be considered in fixing the "rate of basic pay" when they are converted to General Schedule positions. Environmental differential is part of an employee's basic rate of pay according to Civil Service Regulations. Date of conversion may not be retroactively changed, despite inequity to employees converted before adjustment.
