A claimant protested award of contract for air tanker services, contending that agency waived requirement that bids enumerate acceptable bases. GAO would not consider protest against bidder's ability to perform. The contention that bids prepared and signed by one person and submitted by affiliated firms violated independent pricing was rejected as nonresponsive.
