The protester objected to the award of a Navy contract to a competitor, since the latter did not have the necessary accreditation from the U.S. Department of Labor by the date the bids were opened. The protester claimed it was the low responsive bidder. Since the invitation for bids does not state that bidders must possess accreditation prior to bid opening, there was no legal basis to object to the award. The protest was denied.
