Protest against Unfair Downgrading of Offeror's Proposal

Company protested the award of a contract to competitor, contending that its own proposal was unfairly downgraded. Competitor's arguments provided no basis to question the award. Judgments rendered as to the relative merits of the firms' proposals were reasonable. The protest was denied.
