Claimant protested award of sole source procurement contract because of improper interpretation by the Air Force. The Air Force's request for proposals contained required source approval criteria, making the company's claim of ignorance regarding them without merit. Although the Air Force was not without fault in this situation, its actions did not justify consideration of a claim for bid preparation costs. (QM)
