The Forest Service requested reconsideration and clarification of the decision sustaining a protest against the award of a contract for a land survey in Kootenai National Forest. Where the performance of a cadastral (land) survey is incidental to professional architect-engineer services, the survey must be procured in the course of procurement of such professional services, following the method prescribed in the Brooks Bill. If the survey is independent of an architect-engineer project, established competitive procedures may be used.
