Burden Is on Shipper to Show Proper and Correct Loading

Review was requested of disallowance of reimbursement of damages collected for the value of a carton allegedly lost from a shipment transported under a government bill of lading. The burden was on the shipper to show proper and correct bill of lading, and since he did not, the carrier may be reimbursed.
