The Department of State's Assistant Secretary for Administration requested GAO's views on an amendment to the Department's Foreign Service Manual governing the use of foreign-flag ships for the transportation of the household effects of government employees. Section 901 of the Merchant Marine Act of 1936 requires the use of American-flag ships for the transportation of the effects of Government employees when these ships are available, specifies that excessive delay in the loading or unloading of American-flag ships may determine the unavailability of those ships, and vests in the Comptroller General the final determination of the necessity for use of a foreign-flag ship.
