Transportation of Household Effects Incident to Training

An appeal was made by a Navy employee from a denial of his claim for reimbursement of expenses incurred in transporting his household effects. The disallowance of the claims was affirmed based on the refusal of the authorizing official to issue travel orders within purview of his authority.
