A decision was requested as to whether a claimant may be paid for expenses allegedly incurred in preparing to construct cable television at a Job Corps center. GAO found that the claimant may not be paid since the center director had advised the that it lacked contracting authority, and there was no evidence of express or implied ratification by an authorizing contracting official of the government for the services.
