An employee requested review of a decision which held that she was indebted to the U.S. Government for the cost of transporting her privately-owned vehicle from Puerto Rico to Florida incident to a permanent change of duty station. Since her car was transported to the Canal Zone at government expense and since there was no break in service, her car may be transported to the United States upon subsequent transfer under the delayed return provisions of the Federal Travel Regulations even though the employee had transported the car to Puerto Rico at her own expense.
