An advance decision was requested concerning reimbursement of a transferred employee for the cost of an "interim financing loan" used as a down payment for the purchase of a residence at the employee's new duty station because his old residence had not yet been sold. The prohibition in 5 U.S.C. 5724a against reimbursement of losses on the sale of a residence due to market conditions applied in this case since the need for the interim loan resulted from market conditions.
