The protester objected to the award of a contract for janitorial services, alleging improper procurement procedures. The negotiating rationale was essentially identical to that cited in an earlier decision where it was found that the General Services Administration (GSA) had no legal basis to negotiate janitorial services procurements. Since award had already been made, the protest was not considered since it would serve no useful purpose. GSA agreed not to exercise any option under the protested contract.
