Highlights

The agency questioned whether a claim incurred by a concessioner may be paid. The bank to whom the claim was owed acted as a subcontractor in connection with credit card services, and subcontractors have no legally enforceable rights against the government for money due them from government contractors. There is no basis for payment of the claim.
