The protester objected to the award of a contract, alleging that the agency arbitrarily used negotiation procedures for small purchases rather than formal advertising as the means for procuring a replacement boiler. The decision to utilize small purchase procedures for contracts of less than $10,000 was not for review by GAO. Since small purchase procedures were used, there was no requirement for preaward and postaward notices to offerers. The agency should have resolved the acceptability of the proposed delivery schedule, which differed from the schedule specified in the solicitation, prior to award.
