The protester requested reconsideration of a decision which held that the protester had not timely protested against the solicitation specifications and that the decision to award without discussions was a proper exercise of the contracting officer's discretion. The protest, involving questions of whether the solicitation properly presented the Government's minimum needs, did not involve significant issues as required for consideration of untimely protests. The fact that a proposal contained deviations from the solicitation requirements did not preclude the agency from dispensing with discussions when it could justify doing so under applicable regulations permitting award without discussions.
