The protester objected to the award of a contract granting a concession on behalf of a nonappropriated fund activity. The contract did not involve either the expenditure of appropriated funds or the receipt of funds allocable to an account of the United States. The GAO bid protest jurisdiction is based on its account settlement authority, and GAO has no settlement authority with regard to nonappropriated funds.
