An employee requested reconsideration of the disallowance of his claim for living quarters allowances (LQA) while he was stationed overseas. A full legal review was not made because the request was made 11 years after the settlement. No new evidence was presented to reverse the determination that the employee was not eligible for LQA because his presence in the overseas area was not attributable to employment by a U.S. firm, service in the Armed Forces, formal study, or travel.
