The protester objected to the award of a contract, alleging that the contractor could not meet the delivery schedule and that the contractor made a mistake in its bid. The allegation that the contractor could not meet the delivery schedule was not considered since it involved an agency's affirmative determination of bidder responsibility which was not subject to GAO review. The request by the protester that the contracting officer be instructed to prevent the awardee from recovering certain costs of performance was not for consideration by GAO since it involved a matter of contract administration.
