The protesters objected to the rejection of their bids for various items included in an invitation for bids. The agency's award of solicitation items to different bidders who were low as to the item each was awarded was proper since multiple awards were not prohibited by the solicitation. Allegations regarding solicitation specifications were untimely since they were presented after bid opening. The bidder's unsolicited insertion of product model numbers in the bid rendered the bid nonresponsive because there was no express statement in the bid that the product would comply with the specifications, and the information available to the contracting officer at bid opening indicated that the models deviated from specifications.
