A decision was requested on the propriety of using appropriated funds to furnish luncheons to public school officials in conjunction with Marine Corps recruiting efforts. Neither the statutes providing for intensive recruiting efforts nor statutes and regulations authorizing reimbursement of out-of-pocket expenses appears to contemplate such luncheon expenses. Payment may be made in this instance, but such expenses should not be incurred in the future.
