The protester objected to the award of a contract which involved the expenditure of nonappropriated funds. GAO is precluded from rendering a decision on protests filed against procurements conducted on behalf of activities with the use of nonappropriated funds since its bid protest jurisdiction is based on account settlement authority and GAO does not have the requisite account settlement authority.
